处理方法：
1、一周后电视上播出一个视频，展示暴徒是如何掀翻警车、砸毁政府办公室和放火烧公安局办公楼的，肯定有特写镜头，如一个青年手拿一根铁棍什么的；
2、发布公告，要求参与打砸烧的人员于5天之内到公安部门自首，否则从严惩处；
3、再过两天，播出当地市民声讨暴徒、渴望安定的现场采访；
4、播出一些不明真相参与打砸烧的自首人员痛哭流涕悔过的画面；
5、对一些因保护国家财物和打砸烧人员博斗而受伤的警察给以奖励。
